PPC is a legittimate way to purchase the click from people searching information based on a particular keyword.
But Pay per Click scams abound. Back a few years ago my friend at Dance Authority paid $10,000 dollars at 75 cents per click. Nothing came out of it.
Then he learned about shady Nigerian firms based operations.

Recently a local business man reported to have been convinced to committ to a $4,000 PPC marketing and when he cancelled it the credit card company said that many reports had been filed against. The money was recovered.
In addition he was mislead by a charming lady who sold a website to him, at $5,000 dollars.
When she asked for more money cause the site was not working properly, the owner found out that she jobbed it out of India for $1,500 and did even not finish pay the developer.
